kill or of courage. The publishers purpose presenting the naval operations during our civil war in three volumes. The first would naturally comprise events precedent and immediate, and as many of these transpired within the Capes of Virginia, they and matters of primary interest, and matters relating to blockaders and blockade-runners, will be found in the volume written by Professor Soley, U. S. Navy. This volume, which may be regarded as the second, treats of naval operations from Cape Hatteras to Cape Florida, along the coasts, and within the sounds, rivers, and harbors of this watershed. As an actuality, two centres of operations existed : the one at Port Royal, the depot of supplies and usual headquarters of the South Atlantic Blockading Squadron; the other within the sounds, and on the coast of North Carolina, over which the North Atlantic Blockading Squadron held watch. should be added as available. There were some old sailing vessels that might have been put in commission, but those in service were found of so little use that they were laid aside as steam vessels could be obtained. In rather indifferent condition in the Northern navy yards were the steam frigates Wabash, Minnesota, Colorado, and Roanoke, of 40 guns each. These last-named at as early a date as possible were put in commission and sent as a supporting force to vessels blockading from Cape Hatteras to the Rio Grande, the far-off boundary with Mexico. To maintain even the appearance of a blockade over the harbors, sounds, and numberless inlets required the purchase of every vessel under the flag that had possibilities of usefulness. At New York and Boston Navy Yards there were dry docks, and at each several ways for building ships, and at Portsmouth, N. H., and Philadelphia more limited facilities for construction. nown as the South Atlantic blockading squadron held its watch. The possession of a harbor was essential to maintaining a proper blockade, as coaling in rough water, if not impossible, is at least a slow and difficult operation. To go around Cape Hatteras to Hampton Roads in order to coal, as had been the case, hundreds of miles from the blockaded ports, lessened the effectiveness of the blockade by the absence of a large number of vessels going and coming, and when they arrived out, much of tn—this motley force, numbering fifty vessels, steamed out of Hampton Roads on the morning of the 29th of October. intended attack on Charleston and under an apprehension of attack on Savannah, turned his attention to strengthening the defences of those cities by every means within his power. He looked with apprehension, as the people of the North looked with hope and expectation, upon the arrival of the monitor class of vessels that were completed and of others under construction, intended particularly for the attack on Charleston. ain degree of permanency, but many of them close for a series of years, and are found open again after some gale of unusual severity. Between Cape Henry and Cape Hatteras are several of these ephemeral inlets or channels, between the sea and inland waters. Thirteen miles south of Cape Hatteras is Hatteras Inlet, and eighteen mCape Hatteras is Hatteras Inlet, and eighteen miles farther, Ocracoke, the bend of that coast from the cape being west-southwest and, looking toward Cape Henry, north by east. Hatteras Inlet has more depth over the bar, and its regimen is more permanent than any of the other entrances into the sounds of North Carolina. It was the most convenient entrance for the distributioso accompanied the expedition. The transports towed two schooners, having large, unwieldy iron surf-boats on board. The same afternoon this force rounded Cape Hatteras and anchored off shore near the proposed point of debarkation, which was some three miles east of Hatteras Inlet. The detention of so many vessels from blockade and cruising duty is a most serious injury to the public service; and if the expedition cannot go forward for want of troops, I desire to be notified, so that the ships may be relieved and dispersed for other service. The tone of the above indicates potential influences, either to further delay the expedition or cause its abandonment. The vessels, for the most part of the largest size and heaviest batteries, were yet north of Cape Hatteras; those that could enter Beaufort Harbor were there, and the smaller ones actually in face of the entrances, blockading.
