Artemas Ward on Western Banks and bankers. --Artemas writes from the West, as follows:--"They've got a Panick up this way, and refroze to take Western money. It was never worth much, and when Western men, who know what it is refroze to take their own money, it is about time other folks stop handling it. Banks is busting every day, going up hither nor any balloon of which we have any record. These Western bankers air a sweet and Ludly set of men. I wish I owned as good a house as some of 'em would break into!"
