To the voters of the Cities of Richmond and Williamsburg, and of the counties of Henrico, Hanover, Charles city, New Kent, Elizabeth city, Warwick, James city, and York. --It is the duty of every citizen, at such a juncture, to interpose no personal objections to a call of his fellow citizens to any responsible position wherein they may think he can serve the country. It was with this conviction I accepted the seat I have now the honor to hold in Congress, and with which I have applied myself, and shall continue to apply myself until the close, to its labors and duties.--The only distinction to which I aspire is, that my labors may deserve and obtain the public approbation.
