The special Washington correspondent of the Cincinnati Gazette, under date of of September 20 gives the following as an accurate statement of the position of the various members of the Cabinet on the President's emancipation policy during the time in which it was the subject of Cabinet discussion: Secretary Chase, from the outset, has been the recognized leader in urging emancipation, and when the matter was at various times under discussion, he was always its leading advocate.
