The responsibility for this was long since placed with Secretary Mallory, who did not order the construction of the Louisiana until four months before New Orleans fell, and after Stephenson had fashioned that pigmy monster the Manassas, and in a measure had tested her power. The Louisiana was decked over, roofed, iron-plated, armed, and given engines which never propelled her. Commander McIntosh, her fighting captain, was mortally wounded early in the action, and was succeeded by Lieutenant John Wilkinson, and his brave officers and men did all in their power to beat back the enemy, but to little purpose, as fourteen of the enemy's seventeen vessels passed their vessel and the forts. The McRae, a small vessel mounting a battery of 1 9-inch and 6 32-pounders, lost her commander, T. B. Huger, early in the battle, and as it happened, he was killed by a shot fired from the Iroquois, the vessel on which he was serving when he resigned his commission in the United States Navy. He was

On the 29th of October the Tallahassee, now called the Olustee, made another short cruise along the coast as far as Sandy Hook, under Lieutenant Ward, making seven prizes, and returning again to Wilmington after a slight brush with the blockading vessels. Her battery was now removed, and, after a fictitious sale to the navy agent at Wilmington, she was renamed the Chameleon. She sailed with a cargo of cotton on December 24th, while the first attack on Fort Fisher was in progress. Captain John Wilkinson of the navy commanded her, and his object was to obtain supplies at Bermuda for Lee's army. She returned late in January, but was unable to enter either Wilmington or Charleston, and after landing her stores at Nassau she proceeded to Liverpool. f the Olustee, and took a few prizes, but, returning to Wilmington, assumed her old character of merchant vessel and blockade-runner. She received the appropriate name of Chameleon, and in December, 1864, went to sea under the command of Captain John Wilkinson, of the Confederate Navy, with the object of returning from Bermuda laden with provisions for the Confederate army. Although the Governor of Bermuda was duly apprised of the character of the Chameleon, he expressed himself as satisfied that she had been sufficiently whitewashed to be admitted as a merchant vessel. The cargo was sold, a supply of stores laid in, and the vessel returned to the Confederacy, only to find that Wilmington was in Federal hands. Wilkinson then tried to get into Charleston; but, failing in his attempt, he proceeded to Nassau, landed his cargo, and the vessel was taken to Liverpool and delivered to Fraser, Trenholm & Co., the Confederate agents; but as the British authorities had now become very parti

ed. The famous veteran, the Robert E. Lec, the best blockade-runner of the Confederacy and long commanded by Lieut-Commander John Wilkinson, C. S. N., did not meet her fate until October, 1863, on the very first trip she made after Commander WilkinsCommander Wilkinson had been superseded at Halifax, N. S. by an officer from the merchant marine. The Robert E. Lee, under the command of Captain John Wilkinson, C. S. N., ran the blockade no less than twenty-one times, and carried out from six thousand to seven thousand baeturn cargoes of equal value. On November 9, 1863, she attempted to run in once more from the island of Bermuda, but Wilkinson and his luck had deserted her; she was under the command of another captain, and was captured off Cape Lookout shoals b
schooners. Great was the consternation among Northern merchants. The construction of the Tallahassee exclusively for steam made her dependent on coal; her cruise was of course brief, but brilliant while it lasted. About the same time another fast double-screw propeller of five hundred eighty-five tons, called the Edith, ran into Wilmington, North Carolina, and the Navy Department, requiring her services, bought her and gave to her the name of Chickamauga. A suitable battery was placed on board, with officers and crew, and Commander John Wilkinson, a gentleman of consummate naval ability, was ordered to command her. When ready for sea, he ran the blockade under the bright rays of a full moon. Strange to say, the usually alert sentinels neither hailed nor halted her. Like the Tallahassee, though partially rigged for sailing, she was exclusively dependent upon steam in the chase, escape, and in all important evolutions. She captured seven vessels, despite the abovenoticed defects.

Wilkinson, John 1821- Naval officer; born in Norfolk, Va., Nov. 6, 1821; joined the navy in 1837; served on the Portsmouth in 1845-46; promoted master in June, 1850, and lieutenant in the following November. He resigned from the National service in 1861 and joined the Confederate navy as a lieutenant; was executive officer of the ram Louisiana, which was captured by Farragut in the spring of 1862, when New Orleans fell; was exchanged in the following August and appointed an agent to buy aged in the following August and appointed an agent to buy and load a vessel with war materials in England. He purchased the Giraffe, with which he ran the blockade at Wilmington, N. C. In 1864 he commanded the Chickamauga, with which he destroyed numerous merchant vessels, and in the following year commanded the blockade runner Chameleon, in which he sailed to Liverpool, where she was seized by the United States governemnt after the war. soon found advisable to own and run our own steamers. Major Huse made the suggestion also from that side of the water. Accordingly, he purchased and sent in the Robert E. Lee, at a cost of £ 30,000, a vessel capable of stowing six hundred and fifty bales of cotton. This vessel was kept running between Bermuda and Wilmington, and made some fifteen to eighteen successive trips before she was finally captured—the first twelve with the regularity of a packet. She was commanded first by Captain Wilkinson, of the navy. Soon the Cornubia, named the Lady Davis, was added, and ran as successfully as the R. E. Lee. She had the capacity of four hundred and fifty bales, and was, during the latter part of her career, commanded also by a former navy officer, Captain R. H. Gayle. with limited supplies—no reliable motive power —to destroy the vessel. An orderly but rapid transfer to the unarmed tender Landis was made; the magazines and charges in our guns were drowned as far as practicable. Commodore Mitchell, Lieutenants Wilkinson, Ward and I were the last to leave the Louisiana after firing her effectually.
