Virginia Legislature. [Extra session.] Senate. Thursday, February 16, 1865. The Senate was called to order at 11 o'clock. Prayer by Rev. Dr. Peterkin. Mr. Coghill presented a bill to amend the one hundredth section of chapter thirty-five of the Code of Virginia so as to increase the allowances of clerks for services rendered under said chapter. A bill to increase the fees of Commonwealth's attorneys in cases of conviction was read the third time and passed. The bill authorizing the change of guage of the Piedmont railroad was read the second time and ordered to a third reading. Mr. Guy, of Goochland, introduced the following resolution, which was adopted: "Resolved, That the Joint Committee on Salt be instructed to inquire into and report to the Senate what is the character of the contract between the State of Virginia and the Confederate States Government in regard to salt, and to report to the Senate a full history of all that has taken place u

An act to increase the allowances to officers having the care of lunatics. A resolution of thanks to Major-General Henry Heth and the officers and men of his command. The House resolution of thanks to Major-General Heth and the officers and men under his command was referred to the Committee on Military Affairs. A bill was reported, by Mr. Coghill, from the Committee of Courts of Justice, providing for an increase of the of the clerk of the Circuit Court of Richmond. The following Senators were appointed by the President as the Committee of Conference, to meet a similar committee appointed by the House of Delegates, to consider the differences between the two Houses relative to the election bill, viz: Messrs. Johnson, Newton, Dulaney, Thomas and Alderson. On motion of Mr. Johnson, the House bill, providing for an i
ut nothing in the foregoing resolutions shall be construed into a restriction upon the General-in-Chief of the Confederate Armies, or a prohibition to the employment of the slaves and free negroes for the public defence in such manner — as soldiers or otherwise — as the General-in- Chief may deem most expedient." Mr. Coghill presented a bill to authorize the county and corporation courts of the Commonwealth to purchase spinning wheels, cotton and wool cards, for the use of indigent ken up, and, after the filling of several blanks and the adoption of two or three amendments, it was engrossed and ordered to a third reading. On motion of Mr. Coghill, the bill for the appointment of an Inspector of Salt, at Saltville, was taken up, read twice and then laid on the table. The bill for the production and distribution of salt was taken up, on motion of Mr. Coghill, and was under consideration when the Senate adjourned. House of Delegates. The House met at 11 A. M. The bill to organize an armed police force for the city of Richmond was taken up, on the motion of Mr. Saunders, and ordered to its engrossment. Mr. Bark

Senate bill supplemental to the act passed March 8, 1864, entitled an act appropriating the public revenue for the fiscal years 1863--'64 and 1864 '65, with amendments proposed by the House of Delegates, was taken up. Some of the amendments were agreed to, and others disagreed to, after which it was returned to the House of Delegates. On motion of Mr. Coghill, the bill providing for the distribution of salt to the citizens of Virginia was taken up, read the third time and discussed till the hour of adjournment. House of Delegates.
