It is only necessary to allude briefly to the circumstances which called this convention into existence, to justify, in the fullest manner, any resumption of authority by the people in whose name they act. The General Assembly, which met in extra session at Richmond, in January nties of the state, knowing that a large majority of their people remained, and would remain, faithful to the Union under all circumstances, met in convention at Wheeling on the thirteenth day of May last, to consult upon their condition and to take such steps as it might indicate.
