Charleston is gay with State-Rights flags floating from public and private buildings.-- at the theatre the Palmetto has been substituted for the national flag, and, in some cases, a flag with two stars, representing Georgia and South Carolina, has been hoisted. A dispatch from Judge Perryman, of Alabama, to the Governor of that State, places "two sons and $10,000 worth of railroad stock" at his service.
