Bills Passed.--Senate bills entitled "an act to incorporate the Merchants' Savings Bank of Richmond," and "for the relief of John N. G. Ward, Kaufman and Sibert favored the passage of the bill, and Messrs, Walker, Chapman and Haymond favored laying the bill
