[special Dispatch to the Richmond Dispatch.]important decision. Washington, Feb. 18. --The Supreme Court to-day (Judge Taney presiding) announced its decision in the case of the Powhatan Steamboat Company vs. the city of Petersburg. The amount involved, interest and costs, is over $20,000. The subject matter is as follows: In 1853, the steamboat Belvidere, Capt. Gifford, landed at City Point a quantity of goods, which were stowed in the warehouse at that place, (owned by the city of Petersburg as an appendage to the City Point Railroad.) They were burned up the same day they were landed. The Powhatan Steamboat Company paid the owners for the goods, and brought suit, before Judge Halyburton, in the Federal Court, at Richmond, and on trial they were non-suited. The case was then appealed to Washington, and judgment was entered for the Company, against the city of Petersburg, for the full amount claimed.

Davis, of Miss., President of the Confederated States of North America, was one of the grandest pageants ever witnessed in the South. An immense crowd gathered on Capitol Hill, including ladies, citizens, military,&c. Mr. Davis commenced his inaugural at precisely 1 o'clock. Congressional. Washington, Feb. 18.> --Senate.--An immense number of memorials for and against compromise were presented. The tariff bill was up and many amendments adopted. The only important proposition in the Senate to-day was to reduce the loan bill by $10,000,000. The body will meet at hereafter. House.--District of Columbia business was discussed and disposed of. Private bills were acted upon. The Standing Military Committee reported a bill authorizing the President to accept the services of volunteers when necessary to execute the laws, suppress insurrections, and repel invasions. Mr. Bocock, of Va., objected to receiving the bill. The bill was again brought before the House when the morning hour expired; and The report of the Committee of Thirty-Three was taken up.
