Thursday, March 14th, 1861.
The House was called to order at 11 o'clock, by the Speaker. Prayer by Rev. Geo.Pettigrew, of the Disciples Church.
A communication was read from the Senate announcing the passage of a number of bills; among them House bill "authorizing the issue of Treasury notes," with an amendment striking out three words-- "at any period."
The bill requires that the Governor shall direct the Auditor of Public Accounts to borrow for the Common wealth of Virginia, from time to time, an amount not exceeding, in the aggregate, at any period, one million of dollars.
Mr. Haymond moved to strike out the Senate's amendment, and insert--
"Provided, That no part of the money authorized to be borrowed by this act, shall be borrowed, except so much thereof as may be required to pay the necessary expenses of the Government, except it shall be necessary to repel invasion, or to provide for the defence of the State, when, in the opinio
