Massachusetts personal Liberty bill.
--The bill modifying the provisions of what is called the "Personal Liberty Law, " which passed the Senate of Massachusetts last week, was ordered to a third reading in the House of Representatives of that State on Wednesday last, by a vote of 81 to 45.
The Boston Journal, in reference to this new act, of the final passage of which it has no doubt, says:
"The obnoxious features of the old act are done away with, The custody of the United States Marshal of the fugitive is unimpaired, the honest claimant is protected to the extent of his constitutional rights, and the peace of the community is not deprived of that security which it always ought to find in a well regulated militia.
Thus Massachusetts puts herself into unquestioned accord with the Federal Government and her sister States on this delicate and too often disturbing subject.
She acknowledges in full the rights of all other powers under our complex system of Government."
