Removals, appointments, &c. --We find the following in the Washington Republican: Removed.--R. E. Whitlock, of D. C.; C. J. Pennington, of Maryland; R. Cochran, of N. C.; J. F. Reeve, of Virginia; J. W. Smith, of Virginia; G. H. Chatteerton, of Missouri: J. H. Benton, of Missouri; Joel Button, of Vermont; J. C. McCall, of New York; Royal Holcomb, of Virginia, and D.
