Postal arrangements of the Southern Confederate States. --We understand that the contract for lithographing the post-office stamps to be used by the States of the Southern Confederacy will probably be awarded to Messrs. Hoyer and Ludwig, of Richmond, who have submitted sundry designs, among which was a bust of that noble advocate of States Rights, John C. Calhoun, which was highly approved. The Confederated States are going to work in earnest in perfecting their arrangements for self-government, in which laudable undertaking all Southerners must wish them God speed.
