The Stramer Westmoreland affair. --The Napoleon (Ark.) Planter, speaking of the late affair at that place of the steamer Westmoreland, says that the people did not fire until five shots had been fired by those on board. This was more than human nature could stand, and the balls soon rattled against the steamer's side like hail. The Planter concludes: "Lives, it is said, were lost on board the boat, though nothing was further from the mind of our people than the idea of killing any one. The captain acted a villainous part; the firing upon such men as ours he should well know would endanger the lives of his passengers, and so it did. He may rejoice, however, that most of our troops were attending a public meeting at the time, particularly the me? of the battery. Here is the beginning of the end."
