Voters of Harper's Ferry. In reply to a communication from Mr. James F. Greene, long connected with the Armory at Harper's Ferry, and who, with other citizens of that place, has come here to engage in the service of the State, Attorney General Tucker has given his opinion that the Ordinance providing for the right of qualified voters to vote on the Ordinance of Secession, who are out of the counties of their residence, but are in the military service of the State, applies to the case of the manufacturers of arms, and that therefore the citizens aforesaid, who are good voters at home, come with in the reason and intent of the Ordinance, and are entitled to a vote wherever they may be.
