Those propositions from the slave States were presented by Smith of Virginia, Noel of Missouri, and Hindman of Arkansas. Mr. Leake's proposition for amending the Constitution is that Congress shall have no power over slavery either in the States or Territories, or that where Congress has jurisdiction, slavery shall be efficy of rendering the fugitive slave law more effective, or when it fails, to compensate the owner for the loss of his slave, and provides by amending the Constitution to protect the rights of slaveholders in the Territories. The resolution of Mr. Noel, of Mo., provides for abolishing the office of President, and substituting a council of three, with power to veto measures against slavery.
