Civil war in Carthagena. --The Kingston Journal, of the 29th ult., says: By the arrival of the steamer Plantagenet, we learn that the civil war in Carthagena has broken out afresh and with renewed vigor. At the time the steamer left fighting was going on, and such was the anarchy reigning that the British subject — among them the Consul — had to take refuge on board her Majesty's steamer Cadmus, which was lying in port at the time.
