Referred. A resolution was adopted instructing the Select Committee to report on that part of the President's special message recommending that the questions at issue be submitted to the people. Mr. Holman introduced a coercion resolution. Mr. English introduced a resolution for obtaining an expression of opinion on Crittenden's resolutions. No action was had on either. A bill for reorganizing the District of Columbia militia was discussed. The Army bill was taken up. Mr. McClelland, of Ill., made an anti-secession speech. Mr. Cox, of Ohio, in a speech, characterized secession as revolution, and argued for its instantaneous suppression. Mr. Corwin reported from the Committee of Thirty-Three, which report was made the special order for next Monday.
