Congressional.
Washington, Feb. 6.-- Senate.--The usual number of compromise memorials were presented.
A protest was presented from merchants, factors, and insurance officers, of New York, against the tariff bill.
Mr. Pearce moved that the Senate adhere to its amendment to the Deficiency bill.
The President's message was then taken up.
Mr. Johnson, of Tenn., resumed his speech of yesterday against the South, during which he said he had rather be a Black Republican than a Red Republican.
Adjourned.
House.--The Kentucky resolutions, favoring a National Convention, were received.
The consideration of the loan bill was resumed.
A committee of conference was asked on the Senate's amendment to the bill.
Mr. Colfax introduced a bill to amend the postal laws, authorizing the Postmaster General to amend contracts, and withhold mails in the seceding States, which passed; 131 to 26.

From Washington.
Washington,Feb. 6.--The artillery company which recently evacuated the Augusta (Ga.) Arsenal, has been telegraphed to come to Washington.
The steamer Michigan, on Lake Erie, will be put in commission on the 5th of March.
The Peace Congress has enjoined its members not to divulge its proceedings.
They are socially harmonious, but have not approached the discussion of political subjects.
Little interest is manifested in their doings.

Louisiana Convention.
New Orleans,Feb. 6.--The Convention adopted a resolution appointing Commissioners to all the slave States not yet seceded, to invite them to join a Southern Confederacy.
Tabled.

Raleigh, N. C., Feb. 6.--The military bill passed the House to-day.
It arms 10,000 volunteers, and thoroughly reorganizes the militia.
Hopes of adjustment are strong.
