The third case was under the proclamation of the President, and made martial law operative in Florida over Key West, Tortugas and Santa Rosa. As an erroneous impression may be produced by the President's name having been mentioned in the House to-day in connection with Hon. Henry May's recent visit to Richmond, there is authority for stating that he went thither on no mission for the General Government, nor was he entrusted with any business whatever on its behalf. On the contrary, he obtained a carefully prepared pass from or through Gen. Scott, to enable him to go into the interior of Virginia on his own private business, thus having extended to him the courtesy due to a member of Congress.
