Gen. McClellan Promoted. Washington, July 29. --Gen. McClellan has had conferred on him the power of Commander in-Chief, with powers as Assisting Secretary of State. He has gone to New York to invite the young Princes Clotilde and Prince Napoleon to visit Washington and make the White House their home.-- [The news from Europe brought, we believe, by the steamship Arabia, stated that Prince Napoleon and his wife Clotilde would not leave France until the8th of August. Gen. McClellan has certainly taken time by the forelock.]
