Hotel. Richmond, on Tuesday evening, September 3, 1861, Mr. S. L. Chambliss was called to the Chair, and H. N. Young appointed Secretary. On motion of Dr. Alexis Mercier, the Chairman was called upon for his report of the condition and wants of the Louisiana volunteers North of Manassas. The report being read, on motion of Dr. Mercier said report was accepted and ordered to be printed in the Richmond Whig and Dispatch.
