Mr. R. J. Waring, a resident of Charlotte. N. C., and United States Consul at St. Thomas, arrived in the former place a few days ago from New York. He was obliged to accept a draft from the United States on the branch mint at Charlotte in payment for his services as Consul. Hon. Thomas M. Forman, the recently appointed representative to Congress from the first district, Ga., to succeed the lamented Bartow, announces himself a candidate for election by the people, without regard to the edict of a convention that has been called for the district.
