Appointments at Washington. --A correspondent of the Baltimore Sun mentions the following recent appointments: William Blanchard, of this city, has been appointed Consul at Melbourne. The salary is $4,000 per annum. The following clerical changes have taken place in the office of the Auditor of the Treasury for the Post-Office Department within the last few days: Removals — Thomas A. Scott, of D. C., salary $1,400; S. Y. Mason, of Ohio, salary $1,400; Wm. A. Coburn, of D. C., salary $1,400; John W. Clark, of D. C., salary $1,200. Promotions — E. W. Fortney, of D.
