City Council. --The Council met yesterday afternoon at four o'clock. Present--Messrs. Saunders, Grillin, Wynne, Crutchfield, Talbott, Haskins, Burr, Denoon, Scott, Hill, Grattan and Glazabrook. Mr. Grattan, from the Committee on Finance, reported adversely to several petitions referred to the Committee, including one from Dabney M. Miller, City Assessor, for an increase of salary; one from Rev. Mr. Saul, for remission of poll tax; and one from R. G. Morriss, for remission of tax on ccity in the Virginia and Tennessee Railroad company, made a verbal report of the commotion thereof. The following proxies were then appointed: James River and Kanawha Company.--Messrs. Grattan Denoon, and Talbott. Bank of Virginia.--Messrs. Haskins, Crutchfield, and Griffin. Richmond and Danville Railroad Company.--Messrs. Hill, Stokes, and Wynne. Virginia Central Railroad Company.--Messrs. Saunders, Burt, and Glazebrook. On motion, the Council adjourned.
