Now, therefore, by virtue of authority vested in the Executive by law, I hereby proclaim and make known that the said persons have been duly elected Electors of a President and Vice President of the Confederate States for and on behalf of the State of Virginia. The Electors are required by law to meet at the Capitol, in the city of Richmond, on the first Wednesday in December next, by the hour of ten o'clock in the morning.
