Synopsis of late Northern news. departure of the Africa with Lord Lyon's response to the British Government — release of Hatteras prisoners, &c., &c. Norfolk, Dec. 19. --Northern papers of the 18th have been received here. The steamer Africa, which was to have sailed on Wednesday, was detained till this afternoon, for the purpose of taking out Lord Lyons's response to dispatches to the British Government. Capt.
