From the latest Northern dates which have come into our possession we make up the following summary of interesting news: Federal Congressional proceedings. Washington Dec. 23. --In the Senate to-day Mr. Lane, of Indiana, presented the credentials of Hon. Garrett Davis, Senator elect from Kentucky, in place of Breckinridge, expelled. Mr. Davis appeared and took the oath. Sumner presented the memorial of citizens of Boston, stating that the freedom of the press had been abridged, and asking relief. Mr. Fessenden, from the Committee on Finance, reported a bill making appropriations for gun- boats in Western rivers. The bill appropriates $1,500,000. It was passed. [special Dispatch to the Richmond Dispatch.] Norfolk, Dec. 23. --Baltimore papers of the 27th inst. have been received at the Day Book office, from which we take the follow-items: John P. Hale, U. S. Senator from New Hampshire, made a strong war speech today, urging the Government to refuse the surrender of the Confederate Commissioners, and thereby save the United States Government from irretrievable degradation. Gen. Scott had not reached Washington up to the 27th. It is supposed that he returns to communicate information of vast importance concerning affairs in Europe relative to the United States. The extensive Government stables at Washington were destroyed by fire on the 26th inst. Nearly two hundred horses were consumed. Many of them partially burned were shot. Loss heavy. F.
