Hon C. J. Faulkner. A rumored has been in circulation in this city for the past two of three days that this gentleman delivered a decidedly anti-Southern speech, in Martinsburg, on Saturday, the 11th inst. In addition to this rumor, the New York Herald. of the 20th, contains the following statement of a correspondent from Frederick, Md. writing under date of the 11th. "On Saturday night at a complimentary dinner tendered to Hon C. J. Faulkner, at Marussburg, Va., that gentleman in a speech, said in effect that the policy of Secession as it had been corrected out was a failure.
