Confederate Congress.First session. Senate. Friday, March 21, 1862.
The Senate met at 12 o'clock, M. Prayer by Rev. Dr. J. Mansing Burrow of the First Baptist Church.
Compensation of members.
Mr. Burnett, of Ky., from the Committee of Conference, on the disagreement between the two Houses in regard to the compensation of the members thereof, presented a report recommending that the House recede from its amendment the bill, (striking out $3,000 per annum, and inserting $2,530,) and that the blank be filled with $2,760. The report was concurred in.
The committee on the part of the Senate were Messrs. Burnett, of Ky., Wigfall, of Texas, and Barnwell, of S. C.
Bills referred.
Several bills communicated from the House of Representatives, were referred to the appropriate committees.
Mr. Orr, of S. C. presented three designs for a flag from "T. H. H.," of S. C. Referred to the Committee on Flag and seal.

The House met at its usual hour, and was opened with prayer by Rev. Mr. Doggety.--Journal of yesterday read.
The States were called alphabetically for memorials, resolutions, &c.
Mr. Hanley, of Ark, introduced a bill to be entitled an act to define and punish forgery and counterfeiting in certain cases.
Referred to the Judiciary Committee.
Mr. Reyston, of Ark., presented a memorial with reference to the increase of the pay of volunteers; which was referred to the Committee on Military Affairs.
Mr. Wright, of Ga., called up the following resolution; which was offered by him several days ago:
Resolved, That there shall be added to the rules of the House an additional rule, as follows: "No member having made a speech shall, at the conclusion thereof, call the question or previous question, nor shall any member offering a resolution, or motion, or amendment, call the question thereon when as offering it

The Senate was called to order at 11 o'clock A. M., the President in the chair.
A joint resolution of the House of Delegates exempting the Printer of the Court of Appeals, at Lewisburg, from military duty, was taken up, and advocated by Mr. Alderson, and the question being upon the adoption of the same, it was rejected.

House bill, without amendment appropriating money for the construction of a road from Marlin's Botton, in Pocahontas county, to the Salt Works, in Braxton county.
House bill, without amendment, releasing a lion to the Richmond and Petersburg Railroad Company.
Senate bill authorizing the Paymaster General to pay militia officers for certain services rendered.

A communication was sent from the Senate announcing the passage of House bills entitled an act to authorize the County Court of Powhatan county to correct the assessment of the lands of A. S. Woodridge's estate; also, a kill to authorize the trustees of Oak Grove Church, in the county of Pocahontas, to sell and convey property; also, an act to pay to George Cooper a certain sum of money for services as clerk of the 115th Regiment Virginia militia.

The Senate announced the rejection of House bill for the relief of John Avis, late Jailor of Jefferson county.
Mr. Custis, from the Joint Committee appointed to visit the Eastern Lunatic Asylum, presented a report, which was laid on the table.
