It may be by the setting up of a new system, in the name of the Mexican people, with a native Executive, or the more direct appointment of a European Prince as the head of an elective American monarchy. In either and any event, the power which sustains the new Government must come from abroad, and by necessity, the direction of its policy will have the same origin. A monarchical influence has established itself in North America, and, strange to say, of the great Northern Republic, which such an event would, five years ago have kindled into a blaze of resentment, one half is sullenly dumb, because their power to resist is broken, and the Southern portion is sadly acquiescent, because there is no choice left them except between the imperial and royal conservatism of Europe and the chaotic barbarism into which the brutal democracy of the North have degenerated, and anything is preferable to the rule or the neighbo
