It will doubtless be interesting to our citizens to learn something of affairs in a country with which Richmond for so many years kept up commercial intercourse: Rio de Janeiro, March 11.--Since my last all the Brazilian world have been amusing themselves with the festivities of the carnival, which this year has been gayer than ever; undoubtedly, after Paris, this place has more extensive ideas for carrying out the carnival than even any other European city. The present excitement among Americans here is who is to have the new contract of the third section of the Don Pedro II. Railroad, of which Major Ellison is the Chief Engineer; the firm of Hoblitzer, Hitchcock & Co., of Baltimore, are known to be the lowest bidders, but it is doubtful whether they will be successful as the directors are in favor of giving the work to Brazilians.
