A message from the House was received, and announcing its concurrence in joint restitution in relation to Board of Manufacturers; and the passage of Senate bills to pay a certain coupon, No. 4; au act concerning Treasury notes; an act delaying the standard of a cord measure. A message was received from the House, announcing that it had passed a bill extending the time for the examination and return of the books of the Commissioner of the Revenue. The resolution was concurred in. On motion of Mr. Quessessary, the following resolution from the House was taken up and Concurred in: Resolved, with the consent of the Senate. That the injunction of secrecy be removed from the proceedings in relation to the defence of the capital of the State, and of the Confederate States. Mr. Collier submitted the following joint resolutions, which lie over:
