Lincoln calls for Six hundred thousand men. Nine persons out of ten, in reading Stanton's orders, will, from inattention or hasty perusal, conclude that he calls only for three hundred thousand men. This is a mistake. He calls for three hundred thousand militia (nine months men) by draft, and also, by special draft, for enough militia in each State to make up its quota of three hundred thousand volunteers.
