department of the army. Referred. Mr. Kenner, of Louisiana, moved to suspend the rule requiring estimates to be printed before reference to the Committee of Ways and Means. The motion prevailed and the rule was suspended. Mr. Farrow, of S. C., from the Committee on Medical Department, called up the special order — the bill from that committee to reorganize and promote the efficiency of the Medical Department of the army. The bill was considered and passed. Mr. Royston, of Arkansf Miss., moved to lay the bill from the Senate and pending amendments on the table, with a view to take up the House bill.
