New way of ending the war. --Elihu Burritt, called the "Learned Blacksmith," has a plan on foot for a restoration of peace. It is to form a Confederacy of "the nations of America," which is expected to include Mexico, Canada, our Confederacy, and the great Yankee nation. To each of these parts are to be conceded a Congress and a few other conditions of a limited nationality.--There is to be an annual diet, or parliament, held at Louisville or St. Louis, each of the States being represented in it by two delegates, with reserved costs for the British provinces and Mexico, when they are ready to join the concern. Then there is to be a Zoliverein, Customs Union, after the plan of the late Senator Douglas. &c.
