Latest from the North. Petersburg, July 10. --The Philadelphia Inquirer, of the 8th, has been received here. Secretary Welles had received information of the fall of Vicksburg, on the 4th, from Admiral Porter. He says that Pemberton sent in a flag of truce on the morning of the 4th, offering to surrender if the men were allowed to march out.
