Exchange continues depressed, and speculative securities show continued panic. The Confederate loan had rallied to 13 per cent. discount. Cotton had advanced ½d. at Liverpool. Breadstuffs quiet — market easier. From Mexico. An arrival at New York brings Vera Cruz dates to the 14th ult. A French steamer had arrived at Vera Cruz with an English schooner in tow, which she had captured in the Rio Grande with a cargo of arms valued at $300,000, intended for the Texas rebels, though the schooner cleared from Liverpool for Matamoras. Her officers report that five more vessels are loading for Matamoras. It is presumed the French anticipated the arms would get into Mexican hands. Miscellaneous. A letter, dated Warrenton, 5th inst., says: "Gregg's division of cavalry is
