Gen. Morgan in Captivity. Knoxville, Aug. 7. --Cincinnati papers, of the 4th inst., have been received here. The draft is to be speedily enforced throughout Kentucky. Gov. Tod and Gen. Mason improved the opportunity of presenting their compliments to Gen. Morgan while the train conveying the latter to Cincinnati was stopping at Columbus. Gov. Tod shook hands with Gen. Morgan. He visits Gen. Burnside to consult about Morgan's surrender. Quarters are in readiness at the Ohio penitentiary for Morgan and his officers captured in Ohio.
The Yankee army in Tennessee. Chattanooga, Aug. 7. --All quiet along the Tennessee river. The main portion of Rosecrans's army is at Winchester and Dechard, with brigades stationed at several other points.

The vote is small, and the Congressional nominees of the Winchester Convention, so far, lead the opposition. The army vote, however, is not received yet. Chattanooga, Aug. 7.--Returns from the election Thursday are quite meagre. They indicate the election of the Winchester Convention ticket, with two or three exceptions. Tennessee Elections.
