Cook Shops,when kept by negroes, are illegal, and the police have been directed to break them up. Under the ordinances of the city the Mayor can now reach the masters of slaves without circumlocution, and he has promised to make them sweat for the indifference they manifest in the good order of the city. Negro cook shops and hucksters, the police believe, are furnished with meats, poultry, and other necessaries, stolen by servants of their masters, and they think they can put an end to burglaries by breaking up the repositories of the stolen goods. Negroes going at large are to be looked after with more care, and owners are to be heavily fined for allowing their servants to hire their time and make their hire without work.
