--The Mayor has determined to admit to bail for his appearance before the Hustings Court William K. Elliott, charged with kidnapping three James City county free negroes.
Elliott is a citizen of Texas, and proves by members of Congress and others that he bore a good character in his State for honesty and integrity; that he is a man of means; that he has fought gallantly as a volunteer for the Southern cause, and that his only connection with the negroes was to receive and provide for them for a single night, without having ever seen them till the evening before his arrest, or having any reason to suspect that they were free.
