On a question being taken on striking out the recommendation of General Grant, it was carried — yeas 28, nays 12. Mr. Conness then proposed to amend by inserting after the words Lieutenant General, "who shall be General-in-Chief of the armies of the United States, under the direction of the President, and who shall remain in chief command during the pleasure of the President," which was rejected — yeas 10, nays 28. The bill was then passed — yeas 31, nays 6--the latter being Messrs. Buckalew, Davis, Harding, Powell, Saulsbury and Wright. Miscellaneous.
