Spy arrested. --On the night of the 31st of December, 1863, a good- looking, dark-eyed, long-haired young man, of pleasing address, arrived at the Ballard House, in this city, and registered himself as "C Orizio Lugo de Anby, New York." Immediately on his arrival he expressed great anxiety to see President Davis at once, and being furnished with his address went out of the hotel as if to visit him. He stayed at the hotel for several weeks, exciting no suspicion during his stay, making acquaintance with several of the guests, and settling his bill on, leaving. How he employed himself during his stay here is not fully known, but it is said he managed in some way to acquire the confidence of the Secretary of the Navy, and in consequence enjoyed many facilities of making observations around the city and along James river to and below Drewry's Bluff. When he left the Ballard House, it was with the avowed purpose of going to Wilmington. After his departure nothing was heard of him u
