he proper persons to supply. The first class are the families of soldiers; the second, destitute widows and orphans; thirdly, the families of detailed soldiers, the first and second classes to be supplied before the third class comes in. These certificates have all to be given by some member of the City Visiting Committee, in their respective districts. Persons in the country wishing them can readily get them by bringing a certificate from the Sheriff of the county in which they reside that they come under one of the classifications named above. Mr. George D. Pleasants, Sheriff of Henrico, and his deputy, Mr. George W. Carter, will grant these certificates to residents of their county. Sidney and the Union and Church Hill Humane Associations will each have a committee appointed to issue them also. This revision should have been done long ago, for there have been great complaints among the needy that work (sometimes double tickets) was given to those who could well do without it.
