Samuel Gross and Son," recorded by one of General Winder's chief clerks. This passport is doubtless the one referred to by Mr. Ragland, only that gentleman is mistaken in supposing that it was made out in the name of "Taylor and son." Dr. Thomas Pollard was next introduced. He did not recognize Mr. Taylor, of North Carolina, but said that he had frequently been called upon by Mr. McMahon to testify with regard to cases; in some of which he had made exemptions, and others he had not. At the conclusion of Dr. Pollard's testimony, the following verdict was rendered by Commissioner Watson: "The object of the present proceedings before me is simply to lodge information of such a character (if it can be done) as will justify me in issuing a warrant of arrest against the party sought to be charged. The charge, judging from the testimony, is fraudulently obtaining a passport from the department of the provost-marshal at Richmond. There is no law that I am aware of covering
