n the act of February, 1864, to be collected in treasury notes at their market value in specie, the value to be ascertained and made known, from time to time, in a mode to be prescribed by law. "Third. Of levying an export duty of twenty-five per cent. upon the value of all exports, to be collected in specie or in the coupons of the Five Hundred Million Loan, under the act of February 17, 1864, the specie so collected to be applied to the redemption of the coupons of said loan."
