Mr. DeJarnette, of Virginia, offered, as an additional section, a bill, prepared by a special committee on the subject, authorizing the Secretary of the Treasury to suspend the collection of taxes in cases where it shall be shown to his satisfaction to be peculiarly oppressive or unjust. The amendment was adopted and the bill passed.
