Representatives in Congress on the first Wednesday in November, in the year 1865, and on the same day in every second year thereafter. It shall be the duty of the Secretary of the Commonwealth to prepare a synopsis of the several laws relating to elections, showing the duties and obligations of superintendents and other officers holding elections, accompanying the same with forms of poll books, of oaths of officers, and of returns of election. The same shall be printed by the Public Printer, and a notice shall be given in the newspapers in the city of Richmond, stating that officers of elections may obtain copies thereof by application to the said Secretary. "2. This act shall be in force from its passage, and continue in force only during the war." A copy from the rolls — Teste: William F. Gordon, Jr, Clerk House of Delegates and Keeper of Rolls.
