[See a fuller account elsewhere.--Dispatch.] A majority of the joint committee on reconstruction is conservative; the House branch of the conservative Republicans holds the balance power. Mr. Alley, chairman of the Post-office Committee, will offer a resolution to the effect that the Government shall take possession of the telegraph lines in the country, and conduct them as it does the postal service. Mr. Moulton, of Illinois, offered a resolution this morning, calling on the President to inform the House why Jefferson Davis is not brought to trial for treason? The committee of one from each State to-day decided to appropriate twenty-five thousand for the benefit of President Lincoln's family. Strong efforts were made to make it fifty thousand. The committee adopted the same resolution as passed at President Harrison's death. Mr. Washington's resolutions passed the House this morning calling on the P
the city. The small-pox has made its appearance in the northern portion. The freedmen are the chief sufferers. The city is full of them, and they are as filthy as they can be. Many of them are in a starving condition. Would that their ardent friends and admirers, who waste so much of their time in that fine building at the west end of the avenue in procuring these poor creatures "their rights, " and "elevating their social and political positions to the proper standard, " would turn more of their attention to their real necessities. Much difference of opinion exists with regard to the acceptance by General Logan of the Mexican mission. It was said by some that his name was about to be sent to the Senate last week by the Executive, but was stopped by the intervention of the State Department. Soon after, it was said that Logan had declined to accept, and intended to return to Illinois to canvass for United States Senator. The latest reports intimate that he will accept.
